Default A faster Windows mppenc 1.15v

We've replaced the 1.15v encoder for Windows with a faster compile that's been tested with many tracks and it proved to produce identical files to the older mppenc. Speed tests show between 5% and 14% of speedup on a variety of CPUs. Tests were carried out on:

Celeron 333
Pentium M (Dothan)
Pentium 4 (Northwood)

Athlon XP
Athlon 64 (Clawhammer, Newcastle, Venice)

Hi. I just wanted to say "thank you for the faster version" to everyone involved.

I have an Athlon XP 1700+ and here's how it looks: 12.26x vs 13.40x. The new compile is over 9% faster.

P.S. I'm sorry if I post in the wrong thread, but I don't see any other about the fast version here.
